Regular Village Board Meeting



President Marsh called the Regular Monthly Board Meeting to order at 7:00pm.  The following Board Members were present: Tr. Koll, Tr. Palecek, Tr. Koenigs, Tr. Brandenburg, Tr. Steger and Tr. Marsh.   Others present: W. Stanke, M. Musack, R. Ciepluch, D. Janke, E. Olson and K. Leb from the Dodge County Pionier.  Director of Public Works D. Guelig and Clerk - Treasurer P. Koll were also present.

Citizen Comments:
*        None

Special Appearance(s):
*        D. Janke and E. Olson from the Lomira School District were present to discuss potential future school projects.  The school district will hold public informational meetings on June 13th at 6pm and July 16th at 7:30pm to further discuss the project alternatives; a public survey will be sent out sometime in September 2013. Additional information regarding the potential projects and meeting dates can be found on the Lomira School District website http://www.lomira.k12.wi.us/ or http://futurefocusedlomira.com

Consent Agenda:
*        Motion by Tr. Marsh seconded Tr. Palecek to approve minutes from April 1, 2013 Regular Village Board Meeting and the May 1, 2013 Spring Tour/Special Meeting as presented.  Motion carried. 
*        Approval of Operator's License(s)
*        None

Clerk-Treasurer Report:
Monthly Report given by, Clerk - Treasurer P. Koll
*        Clerk reported that she received the insurance policy from R&R Insurance during the week of April 8th. 
*        Clerk provided an overview of topics discussed at the League of Wisconsin Municipalities Mutual Insurance Policyholder Conference. 
*        A brief discussion took place regarding the DVD from League of Wisconsin Municipalities Mutual Insurance; Clerk to contact D. Tweedale from the LWMMI to request his presence at a future Monthly Regular Village Board Meeting. 
*        Clerk informed the Board that the submission of a certificate of insurance, naming the Village as an additional insured will once again be required for all special events held in the village and must be submitted  by the sponsoring organization(s) prior to the approval of a temporary license and/or before the event can be held. 
*        Motion by Tr. Koll, seconded by Tr. Palecek to approve the pending implementation of an ordinance concerning the issuance of the Clerk- Treasurer's Bond.  Motion carried.
*        Information from United States Postal Service regarding new hours of operation was reviewed.
*        Village Board of Review scheduled for Thursday May 16th from 6pm -8pm.
*        No future agenda item(s) discussed at this time.

Village President Report:
Monthly Report given by, President Marsh
*        Current legislative updates were reviewed.
*        Motion by President Marsh, seconded by Tr. Steger to approve the 2013-2014 committee assignments.  Motion carried.

Village President Report Continued:
*        Motion by President Marsh, seconded by Tr. Marsh to appoint the Village President as a voting member of the Finance Committee and that he may appoint a different member of the Finance Committee as Chairman with the Finance Committee then being composed of three (3) members.  Motion carried. 
*        Village should receive information from Village Attorney regarding Village Committees, Commissions and/or Organizations in combination with worker's comp coverage within the next week or two.
*        Timeline and information pertaining to preliminary Floodplain maps and Flood Insurance Study were discussed; notice has been published by FEMA stating that the statutory 90-day period for appeals has begun; expected date of project completion is May 2014.
*        No Future item(s) discussed at this time.

Library Board Report:
Monthly Report given by, President Marsh
*        Information and items from the April 9th Library Board Meeting were reviewed.

Public Safety Committee:
Monthly Report given by, Tr. J. Koenigs
*        Police Department Report was given by Chief Simmons.
*        Chief to begin process for filling part-time officer vacancy; eligibility list was discussed.
*        Dodge County Emergency Management to hold Safe Campus Project.
*        Fire Department Report given by Chief Stanke.
*        Invoice from TFD for foam system was briefly discussed.
*        No future agenda item(s) discussed at this time.
 
Public Works Committee:
Monthly Report given by, Tr. Palecek
*        Watermain project on E. Rock River Street canceled; problem has been resolved; sidewalk to be replaced.
*        No action was taken at this time regarding the tree farm proposal in connection with the new phosphorous regulations. 
*        No action was taken or necessary at this time in connection with the potential antenna project with Verizon.
*        Director of Public Works obtained several quotes for pump replacement costs for River Court lift station; no action taken at this time.
*        Modifications were made to the entrance of the sludge hauling building at the treatment plant.
*        An employment notice will be published/posted announcing the future hiring of a weekend WWTP utility employee.
*        Based on the quality of the river water, Director of Public Works contacted the DNR for a possible variance to the new phosphorus regulations; no reply from the DNR at this time.
*        The Board members were informed by the DPW that the Village does not have a specific procedure in place for assisting residents with possible future flooding issues; residents are responsible for obtaining sand bags and sand, unless the Village receives FEMA assistance.
*        Village street sweeping is complete.
*        Current contract with Alsco for employee uniforms expires in March 2014; letter to be written to Alsco informing them that we're going to obtain uniform costs from other vendors, DPW employees to wear reflective vests at all times until new uniform contract is in place and high visibility shirts are purchased. 
*        Motion by Tr. Steger, seconded by Tr. Brandenburg to approve minutes from April 15, 2013 Public Works Committee Meeting.  Motion carried.
*        Special Public Works Committee Meeting scheduled for August 21, 2013 at 6:30pm.
*        Letter sent to utility customers in the Theresa Lane- River Court area regarding River Court lift station pump problems was reviewed. 
*        Future items to be placed on the agenda for the June Regular Village Board Meeting:
*        Discuss Adelmeyer land rental including number of acres rented.
*        Discuss possibility of having John Deere mow various areas throughout the Village.

*        Motion by Tr. Palecek, seconded by Tr. Koll to approve payment of the bills.  Motion carried unanimously. 
*        Monthly Treasurer's Report was discussed and reviewed. 
*        Motion by Tr. Palecek, seconded by Tr. Koll to approve the final 2012 Village and Utility audits.  Motion carried.
*        Motion by Tr. Koll, seconded by Tr. Palecek to adopt Resolution 609-2013 a Resolution Amending the 2012 Village Operating Budget.  Motion carried.

UNFINISHED BUSINESS:
*        Item concerning the Veteran's Memorial was moved up on the agenda and was discussed following the Presidents report:
*        Due to recent information the Board received from the Director of Public Works, the Board informed the members of the Legion that the proposed area by the library is designated as a retention pond and should not be considered as a potential site for the veteran's memorial due to possible high water issues.  A number of the Board members expressed their interest in leasing the property located on the corner of Tower Lane and Milwaukee Street to the Legion for a potential memorial site.  The Board also suggested that the Legion consider contacting the Fireman's Park Corporation for a possible site at Fireman's Park. 

NEW BUSINESS:
*        Motion by Tr. Koll, seconded by Tr. Palecek to approve the issuance of a Temporary Class "B" Retailer's License for the sale of Fermented Malt Beverages to Theresa Fire Department for the Annual Theresa Fireman's Picnic to be held on June 20, 2013 thru June 23, 2013; pending the submission of a certificate of insurance naming the Village as an additional insured for the event.  Motion carried.
*        Motion by Tr. Palecek, seconded by Tr. Steger to adopt Resolution 610-2013 a Resolution Appointing Members to the Theresa Fire Commission.  Motion carried.
*        Motion by Tr. Palecek, seconded by Tr. Steger to adopt Resolution 611-2013 a Resolution Appointing Members to the Zoning Board of Appeals.  Motion carried.
*        Motion by Tr. Palecek, seconded by Tr. Steger to adopt Resolution 612-2013 a Resolution Appointing Members to the Planning Commission.  Motion carried.
*        Motion by Tr. Palecek, seconded by Tr. Steger to adopt Resolution 613-2013 a Resolution Designating TSB Bank as the Official Depository of the Village of Theresa. Motion carried.
