Monday February 6, 2012
These minutes to be approved by the Village Board at the March 5, 2012
Regular Village Board Meeting






President Marsh called the Regular Monthly Board Meeting to order at 7:00pm.  The following Board Members were present: Tr. Koll, Tr. Palecek, Tr. Koenigs, Tr. Brandenburg, Tr. Steger and Tr. J. Marsh.  Tr. Palecek was absent for the Public Works Committee Meeting.

Others present:  D. Guelig, B. Weisensel, P. Koll, L. Domke, M. Simmons, W. Stanke, R. Koll, K. Baerwald, C. Trauba, C. Esp, T. Wiese, C. Krall, B. Strohbusch, C. Strohbusch, C. Giese, T. Bertram and Krista Bertram.

Pledge of Allegiance was recited

Citizen Comments:
*     B. Strohbusch was present regarding the icy condition of Church Street during the last snow/ice event; DPW will place a sand bucket on the corner of Church Street and W. Rock River Street. 

Special Appearance(s):
*     T. Bertram from Bertram Wireless was present to discuss the possibility of providing additional services to the municipality and to inquire as to how the wireless service as working for the municipal entities currently utilizing the service; the Water-Tower Lease Agreement was also briefly discussed.

Consent Agenda:
*     Motion by Tr. Koll seconded by Tr. Palecek to approve the minutes from the January 4, 2012 Regular Village Board Meeting as presented.  Motion carried unanimously. 

Clerk-Treasurer Report:
Monthly Report given by, Clerk - Treasurer P. Koll
*     The Board was provided with a copy of a thank you note received from Theresa Public Library - expressing their appreciation for approving the Library budget.
*     Motion by Tr. Marsh, seconded by Tr. Palecek to authorize the collection of all fees for Operator's Licenses at the time of application; the fee will be non- refundable even if the license is denied.  Motion carried. 
*     Village Board authorized the Clerk to obtain quotes for paper shredding and carpet cleaning for the Village Hall offices and upstairs ambulance apartment/office; the cost associated with cleaning the upstairs will be discussed at the next Ambulance Committee Meeting.  
*     Clerk, Deputy Clerk, and Election Inspectors continue to attend election training sessions as they become available. 
*     Clerk informed the Board that the Utility audit was performed on Feb. 2nd - all went well; the Village audit is scheduled to be performed on Feb. 14th. 
*     A copy of the yearly newsletter from Grota Appraisals was made available for Board Members for review. 
*     Information from the Public Service Commission pertaining to mandatory 10-digit phone dialing was discussed; 10-digit phone dialing will become mandatory as of January 25, 2014.
*     Clerk - Treasurer will be out of the office on Feb. 20th thru 24th.   

Village President Report:
Monthly Report given by, President Marsh
*     Village Attorney is still in the process of reviewing the draft Inflow and Infiltration Ordinance.
*     Legislative updates were made available to Board members for their review.
*     President Marsh informed the Board that James Polster, Jr. is interested in becoming a business liaison for the Rock River Water Trail Initiative; Board approved by consensus.

Village President Report Continued:
*     Snowplowing/ removal was discussed; DPW Director will inform the service provider that the Board Members would prefer that plowing take place on a more regular basis throughout the weather event, rather than waiting for the snow to stop or waiting until snow hauling is scheduled for the next day.  The cost of using salt versus sand will be taken up for discussion during budget time.  Committee will review this procedure periodically as needed.  .
*     It was the consensus of the majority of the Board not to pursue a simplified sewer rate increase at this time. 
*     President Marsh would like to discuss the 2013 budget timeline and budget process at the next Regular Village Board Meeting to be held on Monday March 5, 2012.

Library Board Report:
Monthly Report given by, President Marsh
*     Board members were provided with information from the January 10, 2012 Library Board Meeting for review and discussion.

Public Safety Committee:
Monthly Report given by, Tr. J. Koenigs
*     Training of the new part-time officer is going well.
*     Andrew Ries was recently hired as an additional part-time police officer for the Theresa Police Department.
*     Officer Bryan Frank recently announced his resignation from the Theresa Police Department.  Thank you Officer Frank for your years of service to the Village.
*     Discussion pertaining to the possible hiring of a replacement full-time officer will be discussed at the next Public Safety Committee Meeting/Regular Village Board Meeting to be held on March 5, 2012.
*     Monthly police activity report was discussed.
*     Monthly fire department report given by Chief W. Stanke.
*     Discussion took place regarding five village businesses with outstanding fire inspection violations; Fire Chief made contact with several business owners; majority of violations appeared to be minor, Chief and Village will wait for follow-up report from Fire Inspection Services, Inc. prior to taking any additional action.

Public Works Committee:
Monthly Report given by, Tr. Palecek
*     DPW Director to obtain quotes for televising and cleaning sewers to determine whether lining may be needed in areas that have not been lined yet.
*     SCADA System downtime was caused by radio problem at the tower; problems have been addressed and repaired.
*     Repairs have been made to the fire hydrant on Wisconsin Street.
*     Electrical problems at Well #1 have been addressed and repaired.
*     The following items were discussed concerning Village employee(s) leaving work for ambulance calls:
Time spent on ambulance calls will be recorded on employee(s) time card
Employee(s) should go on ambulance calls only when it does not interfere with Village work schedule and when a full ambulance crew is not available
Any work time missed while on ambulance calls will be made up on the same day as the ambulance call

Ambulance Committee:
Report given by K. Baerwald
*     C. Trauba was present to address questions from Board members pertaining to ambulance fees and budget breakdown between the supporting municipalities. 

FINANCE COMMITTEE
Monthly Report given by, Tr. Brandenburg
*     Motion by Tr. Marsh seconded by Tr. Koll to approve payment of the bills.  Motion carried unanimously.

FINANCE COMMITTEE CONTINUED……..
*      Reviewed Monthly Treasurer's Report.
*     The decrease in health insurance premiums was discussed.
*     Finance committee to review sample employee evaluation forms and will discuss reviewing the complete personnel policy.
*     Wages and salaries were briefly discussed; Tr. Brandenburg expressed his appreciation to the Village employees; no across the board wage increases will be given to fulltime employees in 2012; future employee wage/salary increases will be based on performance evaluations; per the Finance Committee and Village Board.
*     Future agenda items: discussion pertaining to employee(s) retirement/replacement will be placed on the March 5, 2012 Regular Village Board Meeting agenda.

PARKS COMMITTEE:
Monthly Report given by, Chairman Tr. Palecek
*     NONE

UNFINISHED BUSINESS:
*     Board Members will prepare individual Legislative Board and Committee wage proposals; proposals will be discussed at the March 5, 2012 Regular Village Board Meeting. 

NEW BUSINESS:
*    Motion by Tr. Koll, seconded by Tr. Palecek to approve the publication and posting of Ordinance 350-112A an ordinance "Declaring a Moratorium on the Creation of New Residential Lots within the Village of Theresa".  Motion carried. 
*     Motion by Tr. Koll, seconded by Tr. Palecek to adopt Resolution 589-2012 a Resolution Authorizing an Increase in the Refuse Charge Effective January 1, 2012.  Motion carried.

*     Motion by Tr.  G. Steger seconded by Tr. Palecek to adjourn the meeting at 9:17pm.  Motion carried.
