REGULAR VILLAGE BOARD MEETING MINUTES
Tuesday July 6, 2010

President Marsh called the Regular Monthly Board Meeting to order at 7:00pm. The following Board Members were present: Tr. Koll, Tr. Palecek, Tr. Koenigs, Tr. Brandenburg, Tr. Musack and Tr. J. Marsh. Others present:
C. Krall, W. Stanke, R. Rydzik, Clerk - Treasurer P. Koll and Director of Public Works D. Guelig.

Citizen Comments:
*        NONE

Consent Agenda:
*        Motion by Tr. J. Marsh, seconded by Tr. Palecek to approve the minutes from the June 7, 2010 Regular Village Board Meeting and the June 8, 2010 Board of Review as presented. Motion carried.
Motion by Tr. Palecek seconded by Tr. Musack to approve the issuance of an operator's license to Alaina R. Muche, Tina Schrab - Jessica Petri & Kurt Schrab for Izzy's Place, Randy Kemp, Nathan Wiedmeyer & Shawn Krapfl for at Large Licenses, Lisa Bishop for Brat n Tats and Lynnane Lamers - Jeremy Schabel -Randy Mittlestadt - Brian Fry - Amber Koenigs & Jeanne Wonders for Theresa Ultimart. Motion carried. (Tr. Koenigs abstained)

Clerk-Treasurer Report:
Monthly Report given by, Clerk - Treasurer P. Koll
*        Clerk attended a Clerks, Treasurers and Finance Officers seminar sponsored by the League of Municipalities - any board member wishing to receive seminar handouts should contact the Clerk.
*        Property located on Depot Road is currently in compliance with local zoning requirements and permitted uses.

Village President Report:
Monthly Report given by, President Marsh
*        REMINDER: Special Village Board Meeting to be held on Wednesday July 14th at 7pm to discuss various items pertaining to the storm water infiltration issue.
*        The Village Board unanimously agreed to approve the issuance of the final Village audit.

Library Board Report:
Monthly Report given by, President Marsh
*        Next Library Board Meeting to be held on Tuesday July 13th at 4pm - at the Theresa Public Library.

Public Safety Committee:
Monthly Report given by, Tr. Koenigs
*        Theresa Firemen's Picnic went well; no major problems or incidents.

Public Works Committee:
Monthly Report given by, Tr. Musack
*        Committee reviewed and discussed the sewer user charge survey.
*        Problems at River Court lift station persist; DPW will keep an eye on the situation and follow through accordingly.
*        Heavy sewer infiltration on Church Street and River Court was discovered; DPW director made contact with homeowners regarding tiling and placement of eaves-troughs.
*        Per B. Robertson, Acting Section Chief of the Wis. DNR, the Village Utility is no longer required to deposit funds into the WWTP replacement fund account.
*        The purchase of a new or used truck to replace 1993 Chevy pick-up will be placed on the agenda for further discussion at the Special Village Board Meeting to be held at 7pm on Wednesday July 14, 2010.
*        Sewer lining project preformed by Michel's Pipeline is complete.

Finance Committee:
Monthly Report given by, President Marsh
*        Motion by Tr. J. Marsh, seconded by Tr. Musack to approve payment of the bills. Motion carried.
*        Reviewed Monthly Treasurer's Report.

Parks Committee:
Monthly report given by, Tr. Palecek
*        Request from Board Members to have a representative from the Athletic Association attend the next Regular Village Board Meeting to be held at 7pm on Monday August 2, 2010.

UNFINISHED BUSINESS:
*        Discussion took place regarding the information the Clerk received from other municipalities regarding skateboard parks. Clerk to research the Tony Hawk Foundation and to contact the City of West Bend regarding skateboard equipment currently not being used by the City.

NEW BUSINESS:
*        Motion by Tr. Koll, seconded by Tr. J. Marsh to approve a Temporary Class "B" Fermented Malt Beverage Retail License to the Theresa Lion s Club for the Tractor Pull to be held on Sunday August 29th. Motion carried.
*        Motion by Tr. Musack, seconded by Tr. J. Marsh to approve Resolution 558-2010; a Resolution Amending the 2009 Village Budget. Motion carried.
*        Motion by Tr. Musack, seconded by Tr. J. Marsh to approve Resolution 559-2010; a Resolution Approving the Transfer of Funds from the Village Health Insurance Reserve to the Village General Fund. Motion carried.

*        Motion by Tr. Koll seconded by Tr. Palecek to adjourn the meeting at 8:27pm. Motion carried.
