*        Discuss signs to be erected on the outskirts of the Village by the Theresa Lions Club

REGULAR VILLAGE BOARD MEETING MINUTES
February 1, 2010   



President Marsh called the Regular Monthly Board Meeting to order at 7:00pm.  The following Board Members were present: Tr. L. Koll, Tr. Palecek, Tr. Koenigs, Tr. G. Koll, Tr. Musack, and Tr.  J. Marsh. Others present: S. Walter, D. Brandenburg, D. Wild, C. Krall, W. Stanke, Director of Public Works D. Guelig, and Clerk - Treasurer P. Koll.

Citizen Comments:
*        NONE

Consent Agenda:
*        Motion by Tr. Palecek, seconded by Tr. Musack to approve the minutes from the January 4, 2010 Regular Village Board Meeting and January 13, 2010 Special Village Board Meeting as presented.  Motion carried.
*        Motion by Tr. G. Koll, seconded by Tr. J. Marsh to approve an Operator's License to Anthony Verbanac for Izzy's Place.
        
Clerk-Treasurer Report:
Monthly Report given by, Clerk - Treasurer P. Koll
*        Primary Election for Court of Appeals Judge to be held on Tuesday February 16th.
*        Census to have surveys mailed out to all residents by March.
*        Contract with Waste Management expires in December of 2010; item to be placed on the agenda for the June Regular Board Meeting.
*        Discussion took place regarding the "proposed" mandated county property assessment system implemented by the State of Wisconsin Department of Revenue; Grota Appraisals will keep the Village informed regarding this issue.

Village President Report:
Monthly Report given by, President Marsh
*        Rep. M. Gottlieb introduced a bill repealing the provision prohibiting municipalities from spending less on police and fire services in 2010 and future years than the community did in 2009. The League of Municipalities strongly supports this bill.

Library Board Report:
Monthly Report given by, President Marsh
*        Local History and Genealogical Resource pamphlet now available at the Theresa Public Library.
*        Reviewed statistics and financial report submitted by the Theresa Library.

Public Safety Committee:
Monthly Report given by, Tr. Koenigs
*        Benjamin Giese resigned his potions as part-time Police Officer for the Village of Theresa.  Officer Giese has accepted a fulltime position for another agency.  We wish Officer Giese good luck in the future.
*        Members of the Theresa Fire Department attended funeral services for firefighter Steven Koeser from the St. Anna Fire Department.

Public Works Committee:
Monthly Report given by, Tr. Musack
*        Director of Public Works to meet with Village Engineer to start bidding process for next sewer lining project.
*        DPW Director reported that he will be absent from the March Regular Village Board Meeting

Public Works Committee continued……………..
*        Discussion took place regarding the DNR proposed changes to NR 151, the storm water rule.  This rule is in place in an effort to prevent contaminants and pollutants from running into storm sewers.  This matter may become an issue for the Village in the future.
*        Village in receipt of new flood maps.
*        Director of Public Works requested that the condition of the sidewalks located on Milwaukee Street in the business district be discussed at the March Regular Village Board Meeting (03/01/10).

Finance Committee:
Monthly Report given by, President Marsh
*        Motion Tr. Palecek, seconded by Tr. J. Marsh to approve payment of the bills.  Motion carried.
*        Reviewed Monthly Treasurer's Report.
*        Motion by Tr. J. Marsh, seconded by Tr. Palecek to amend the Treasurer's Report as stated by the Treasurer.  Motion carried.
*        Reviewed items discussed at Jan. 27th Finance Committee Meeting:
o        Financial seminar information provided by President Marsh.
o        Pledged securities report was reviewed and discussed.

Parks Committee:
Monthly report given by, Tr. Palecek
*        NONE 

UNFINISHED BUSINESS:
*        Discussion took place regarding the storm water infiltration issue:
o        The draft public mailing presented by Tr. G. Koll was discussed; amendments will be made as requested by the members and resubmitted for review at the March Regular Village Board Meeting.
o        A draft ordinance presented by President G. Marsh was discussed.  This item will be resubmitted for further review at the March Regular Village Board Meeting. Members were instructed to provide written ordinance amendments and suggestions prior to, or during the March Regular Board Meeting.

NEW BUSINESS:
*        Motion by Tr. J. Marsh, seconded by Tr. G. Koll to approve Resolution 545-2010 a Resolution Declaring the Village's Responsibility to Discontinue the Collection of Certain Electronic Items to Ensure Proper Disposal.  Motion carried.

ANNOUNCEMENTS: 
*        NONE

ADJOURNMENT
*        Motion by Tr. L. Koll seconded by Tr. Palecek to adjourn the meeting at 8:34pm.  Motion carried.
